На данный момент у разработчиков плагинов нет возможности сделать нормальную, удобную систему просмотра документации в Sublime Text 3. Для того, чтобы эта возможность была необходимо внести существенные изменения в ядро Sublime Text:


1. Дать возможность создавать свои виджеты, которые пользователь/разработчик мог бы удобно группировать. (Это самое важное!)

Например: мне нужна документация по проекту на PHP. Я ставлю курсор на метод, и в Side Bar мне показывается вся информация о методе из PHPDoc. Такой плагин написать не сложно, но на данный момент я не знаю как его создать. 

2. Дать возможность эти виджеты помещать "поверх" документа (как окно автокомплита).

Тогда в своём плагине я бы смог показывать документацию при автокомплите. 


Естественно в этих виджетах должна быть возможность стилизации, программной обработки кликов, динамического изменения размеров и другое. Вполне возможно виджеты должны содержать разметку подобную html.
